Summary

Ohio's Department of Administrative Services issued a statewide policy setting planning, implementation, procurement, security, privacy and governance requirements for AI use by agencies, boards and commissions under the Governor. Agencies must have a formal process to identify, document, review and approve AI use cases in line with the state's AI principles, submit use cases to an AI Council as appropriate, pilot before production, test data and outputs for errors and bias, and monitor outputs over time. Human operators must review AI outputs for accuracy, appropriateness, privacy and security before they are acted on, AI outputs are not to be assumed accurate, and a human verification process is required for AI decisions with legal, financial, human resources, legislative, organizational or regulatory impact. Use of generative AI for work needs approval from the agency director or designee; staff must disclose generative AI use in deliverables, enter only public-record data, and fact-check output, remaining responsible for it. Agency contracts must bar suppliers from using state materials or data in generative AI solutions without explicit approval.
