Summary
Kentucky SB 4 (2025 Acts Chapter 66) requires the Commonwealth Office of Technology to set and implement policy standards for state agencies' use of AI and creates an Artificial Intelligence Governance Committee to set procedures for the use, development and approval of AI across state government, with public disclosure of AI use in some circumstances, privacy protections, staff training and annual reports to the Legislative Research Commission. It also creates a civil cause of action over synthetic media in electioneering communications, with an affirmative defense for a conspicuous disclosure. The act carries an emergency clause; the Governor signed it on March 24, 2025.
