Summary

Mayor Bowser set six AI values (clear benefit to the people, safety and equity, accountability, transparency, sustainability, and privacy and cybersecurity) that District agencies must apply before deploying an AI tool. Before deployment, an agency must verify alignment with the values, assess impacts, consider mitigating controls and document its review; the published values require, among other things, preserving human accountability for every action flowing from the tool, pre-deployment and continuing testing, and disclosure when residents are interacting with an AI tool such as a chatbot. The order created an Advisory Group on AI Values Alignment with public members and an AI Taskforce led by the Office of the Chief Technology Officer, and set strategic benchmarks for agency AI plans. In February 2026 the Mayor added a mandatory responsible AI training requirement for all District government employees and contractors.
