Summary
The Georgia Technology Authority set requirements for generative AI used by executive-branch agencies, including commercial tools such as ChatGPT, Gemini, Claude and Copilot. All generative AI output (text, code, summaries or other media) must be reviewed and validated by qualified personnel before any official use, with human-in-the-loop review especially for moderate- and high-risk uses. AI-assisted content must be labelled with the tool used, a summary of the prompt or task and the reviewer's identity. Personal, health or other regulated data may not be entered into generative AI tools without approval from GTA's Office of Artificial Intelligence. Procurement of generative AI must be approved in advance by GTA, and contracts must address auditability, explainability, model documentation, data retention and intellectual property. Agencies must keep an inventory of generative AI systems, retain audit trails of prompts, responses and reviews for records and open-records purposes, and conduct annual audits. Non-compliance can lead to revocation of tool access.
