Summary

Virginia HB 2094, the High-Risk Artificial Intelligence Developer and Deployer Act, passed the General Assembly in February 2025 (the Senate vote was 21 to 19) and was vetoed by Governor Glenn Youngkin on March 24, 2025. Modelled on Colorado's 2024 law, it would have required developers and deployers of high-risk AI systems used for consequential decisions, in areas such as employment, lending, health care, housing and insurance, to guard against algorithmic discrimination. In the 2026 session most Virginia AI bills were continued to 2027.
