Summary

A chapter amendment to New York's 2024 law on automated decision-making by state agencies. It repeals the 2024 law's impact-assessment and reporting sections, requires each state agency that uses an automated employment decision-making tool to publish a list of those tools on its website annually (with a description, start date and purpose), and requires the Office of Information Technology Services to maintain an inventory of state agency AI systems. It also amends the Civil Service Law on the rights of employees where AI systems are used, and moves the 2024 law's effective date to July 1, 2025. The Civil Service Law amendment, which bars state agencies' use of AI systems from displacing state employees or impairing collective bargaining agreements, expires on July 1, 2028.
