Summary

Four Pasco County residents (Dalanea Taylor, Tammy Heilman, Darlene Deegan and Robert A. Jones III), represented by the Institute for Justice, sued Sheriff Chris Nocco in his official capacity on March 10, 2021. They alleged that the Sheriff's Office's 'Intelligence-Led Policing' program used algorithms to flag people as likely future offenders, many of them juveniles, and then harassed them and their families with repeated home visits and petty code citations, in violation of the First, Fourth and Fourteenth Amendments. The case settled on the eve of trial in early December 2024. Under the settlement the Sheriff's Office paid $105,000 to the four plaintiffs, agreed to end the program and not create a similar one, and acknowledged that the program had interfered with the plaintiffs' constitutional rights. No court ruled on the merits, and the Sheriff's Office called it a financial decision.
