Summary
CONPES 4144, Colombia's National Artificial Intelligence Policy, was approved on February 14, 2025, and sets more than 100 actions to 2030 with an investment of COP 479 billion, organised around strategic axes that include risk prevention and the ethical and responsible use of AI. On July 28, 2025, the Ministry of Science, Technology and Innovation filed a unified AI bill in Congress that would have created a National AI Supervisory Authority to set standards, certify systems and assess risks, with regulatory sandboxes. That bill (PL 043/2025 Senado, 324/2025 Cámara) was archived after it failed to receive a first debate. A new AI bill, PL 025/2026 Cámara, was filed on July 21, 2026, by members of the House.
