Summary

Kenya's National AI Strategy 2025-2030 was developed by a national working group under the Ministry of Information, Communications and the Digital Economy, which scheduled its launch for March 27, 2025. Separately, the Artificial Intelligence Bill, 2026, sponsored by Senator Karen Nyamu, proposed a comprehensive regime with an Office of the Artificial Intelligence Commissioner able to investigate, audit and sanction, and fines of up to KSh 5 million, up to two years' imprisonment, or both, for serious offences. In October 2026 the Senate's ICT committee reported that the Senate should not proceed with the bill, warning that the proposed penalties could fall disproportionately on small developers, and noted that the ministry's National Artificial Intelligence and Emerging Technologies Policy, 2026 is near completion.
