Summary
Taiwan's AI Basic Act is a framework law. It sets seven principles for AI development (sustainability and well-being, human autonomy, privacy and data governance, cybersecurity and safety, transparency and explainability, fairness and non-discrimination, and accountability), names the National Science and Technology Council as the central competent authority, and requires the Executive Yuan to set up a national AI strategy committee chaired by the Premier. The Ministry of Digital Affairs is to promote an AI risk taxonomy and assessment framework aligned with international frameworks, and sector regulators are to build risk-based rules on it. The Act itself contains no penalties. Government agencies have deadlines of three to 24 months for implementation tasks.
