Summary
China regulates AI through departmental rules rather than a single AI law. The Generative AI Interim Measures (in force August 15, 2023) require providers of public-facing generative AI services with public-opinion or social-mobilization capability to undergo security assessment and algorithm filing. The Labeling Measures (issued March 14, 2025, by the CAC, MIIT, the Ministry of Public Security and the NRTA; in force September 1, 2025) require explicit labels on AI-generated content and implicit labels in file metadata, with a companion national standard on labeling methods. The Anthropomorphic AI Interactive Services Measures (five agencies, in force July 15, 2026) cover AI services that simulate human personality for ongoing emotional interaction; they set content limits, security-management duties, protections for minors and older users, and security assessment and algorithm filing.
