Executive Order 14319: Preventing Woke AI in the Federal Government

Summary

Executive Order 14319, signed on July 23, 2025 (90 FR 35389), sets two 'Unbiased AI Principles' for large language models the federal government procures: truth-seeking, and ideological neutrality, under which models should not manipulate responses in favour of ideological dogmas such as DEI and developers should not intentionally encode partisan or ideological judgments unless prompted by or accessible to the user. OMB was to issue implementing guidance within 120 days. Agencies must then include contract terms requiring procured LLMs to comply, with decommissioning costs charged to the vendor if the agency terminates for non-compliance after a reasonable cure period. It applies to federal procurement, not to private use.
