Summary

Introduced in the Senate on November 5, 2025, by Senator Hawley with Senator Warner and referred to the Health, Education, Labor, and Pensions Committee, S. 3108 would require covered entities to report AI-related job impacts to the Secretary of Labor, acting through the Bureau of Labor Statistics, within 30 days after each quarter. Reports would give the number of people laid off substantially because AI replaced or automated their functions, the number hired substantially because of AI, positions left unfilled for that reason, and people being retrained because of AI, with industry codes. Covered entities are publicly traded companies and federal agencies, plus any non-publicly-traded companies the Secretary brings in by rule within 180 days of enactment. The Labor Department would publish quarterly summaries and the underlying data on the BLS website and report to Congress. The bill sets no penalty. It is a stand-alone reporting duty and does not amend the federal WARN Act. Senators Kaine and Blackburn have since cosponsored it, and an identical House bill, H.R. 9352, was referred to the House Education and Workforce Committee on June 18, 2026.
