Summary

Law 132/2025 sets national rules alongside the EU AI Act (Regulation (EU) 2024/1689) in areas left to member states. It sets general principles including human oversight and cybersecurity, sector rules (among them health, work, public administration and justice), copyright and minor-protection provisions, and a new criminal offence (article 612-quater of the Criminal Code) for spreading AI-generated or altered images, video or voices without consent, punishable by one to five years in prison. AgID and ACN are the national notifying and supervisory authorities, with the Bank of Italy, CONSOB and IVASS keeping their supervisory roles in their sectors. The law also delegates to the government, within twelve months, rules on training data, operator liability, sanctions and unlawful uses.
