Summary

Vietnam's Law on Artificial Intelligence, passed on December 10, 2025, is the country's first dedicated AI statute. It sets a unified framework for developing, supplying, deploying and using AI systems, defines the roles of developer, provider, deployer, user and affected person, and contains eight chapters and 35 articles. It took effect on March 1, 2026. Providers and deployers of AI systems already in operation before that date have 18 months to comply in healthcare, education and finance and 12 months in other fields. The Government holds unified state management of AI, with the Ministry of Science and Technology as the focal agency. The law also repeals the AI provisions of the Law on the Digital Technology Industry (Law No. 71/2025/QH15).

2. On 10 December 2025, the National Assembly of Vietnam passed Law No. 134/2025/QH15 on Artificial Intelligence (the “AI Law ”). This is Vietnam’s first dedicated statute governing artificial intelligence activities.
