Summary
Indonesia has no binding AI regulation yet. Two Presidential Regulations are in final form and await President Prabowo's signature: one on AI ethics and one setting the national AI roadmap. The ethics draft dated January 27, 2026, takes a risk-based approach with three tiers (unacceptable, high and low risk). Unacceptable uses include real-time face recognition in public spaces without legal basis and public social scoring; high-risk AI includes systems using specific personal data or affecting human rights, safety, essential services, employment, health, education, law enforcement or financial access. Ministries and agencies are expected to issue sector rules once the umbrella regulations are signed.
