Summary
Thailand has no AI statute. On July 2, 2026, the Electronic Transactions Development Agency released a new draft Act on Artificial Intelligence for a public hearing of about 30 days. The draft takes a risk-based approach drawn partly from the EU AI Act: it prohibits some practices, such as subliminal manipulation, sets duties for high-risk systems designated by royal decree, requires foreign providers serving Thai users to appoint a local representative, imposes strict liability for AI-related damage and requires machine-readable marking of AI-generated images, audio and video. It follows the 2025 Draft Principles of the AI Law, which merged a 2022 draft Royal Decree on AI business operations and a 2023 ETDA draft act on AI innovation.
